Hi, A new version of systemd `systemd-252.23-6` with support for `SYSTEMD_NETLINK_DEFAULT_TIMEOUT` was released with [2023.8.20250808](https://docs.aws.amazon.com/linux/al2023/release-notes/relnotes-2023.8.20250808.html). Can you please try this release and see if it helps the issue?

This isn't "persisting a lease" but more-so keeping those leases available during reboots in the above described scenarios. Static configurations don't work when the operation scale and use case changes....
