This is likely because SQL Server 2017 ran containers as root, and 2019 containers do not. The `mssql` user needs permissions to access the old data files.
You appear to have left out the `RAISERROR (N'|-Starting Disk space', 10, 1) WITH NOWAIT` line.
Which version, edition and build of SQL Server is this? https://github.com/Microsoft/tigertoolbox/issues/76 seems to be the same issue.
