oci_core_drg_attachment with vcn_route_type fails

Hey @chrisbulgaria @tominovo @mbastawisy-careem , This issue is fixed in 5.26.0 terraform-oci-provider version. Please check and confirm

Updating either defined_tags or freeform_tags causes other tag to get removed from resource.
