I ended up using this link to get a special ISO (that worked) http://www.microsoft.com/en-us/software-download/windows10ISO - complements of Reddit community - https://www.reddit.com/r/bootcamp/comments/9b18we/macbook_pro_2018_w_touchbar_cant_get_windows_10/ FileVault was not enabled (may cause different issues)
