tensorflow-gpu 1.12.0 uses 90% of CPU and 25%GPU. Not sure why

I am running 03-Twitter-chatbot.ipynb on my laptop which has NVIDIA 1080 8GB graphics card and 64GB i7 RAM processor. For the first 1000 iteration, it takes around half an hour....

Initially, I had the error of `UnicodeDecodeError: 'ascii' codec can't decode byte 0xef in position 0: ordinal not in range(128)` That was solved when I converted all the downloaded files...

It does not open some websites. What could be the reason

Swmm plugin breaking in qgis 2.8

I am trying to add SWMM plugin to QGIS 2.8 as said in github (https://github.com/Oslandia/qgis-swmm). But swmm plugin is prompting either it is breaking or incompatible with the QGIS version....
