Have see this too! Believe this might be coming from onRenderTabSet(), since I've found, after placing logs, even basic layouts is re-rendering. @nealus any thoughts on this?
If using v0.8 you can set a minWidth/maxWidth on, i.e. TabSet[1] using Actions, which should disable resizing.
Do you mean how in demo Output/Terminal opens content at bottom of layout? In demo: https://rawgit.com/caplin/FlexLayout/demos/demos/v0.8/demo/index.html
Or do you mean styling amendment? I.e being able to control the tabset's tab names to appear at the bottom rather than the top?

Should work without need to use setupTest, what node version are you using?
