I am in favour of this proposal. I propose a `spatial.spherical` module. These types of functions generalize to [n-spheres](https://en.wikipedia.org/wiki/N-sphere), and there is a demand for spherical statistics. See e.g. #12041....
Note that there are different types of mean. The `angle_mean` implemented here is called the "chordal L2 mean". Most users are probably expecting the "geodesic L2" mean; for a set...
