I think this issue happens if the `conductor.workflow-reconciler.enabled` is false or no available sweeper threads. Since when the subworkflow fails, it also updates the parent to failed and push evaluation...

FWIW, I have a slightly different workflow by having separate yaml per service. There is an opportunity for schema reuse by enabling remote ref but only at the yaml level....
