Discord notifications don't work with RetroBar tooltips

The tooltips that RetroBar generates (in place of notifications) don't work with Discord notifications. It's pretty annoying.

Suggestion: fix fullscreen mode

In base 3DMM, the Ctrl+Shift+I shortcut brings up the debug/about menu, which also allows you to set the program to run in fullscreen/windowed mode. This option doesn't work on Windows...
