Is this update is only intended to canonicalize `sdist` files? Or is it also supposed to apply to wheel files? The [binary-distribution-format specification](https://packaging.python.org/en/latest/specifications/binary-distribution-format/#escaping-and-unicode) seems to suggest a similar naming standardization...
