Decision: The key tool is ok, tool shorthands are not.
The tools should be able to select appropriate keys based on their `use` and the appropriate `alg` based on the related key's `alg` property.
This may not always be possible, depending on the token and the key-store.
Instead of loose ends the payload should be placed under `payload`.
The problem exists because for some reason the OAuth token did not receive access to the repo's PR. Is it possible that the OAuth Scope is missing the PR capabilities?
