There is an issue about merging RDSInstance and DBInstance. Until that is resolved, features like this has to be implemented twice. https://github.com/crossplane-contrib/provider-aws/issues/498

I think that RDS should work out the box without additional config as it is a fairly common use case. Support for custom CAs through config could be implemented later...
