Copy this [apk](https://github.com/microg/android_packages_apps_UnifiedNlp/releases/download/v1.6.8/NetworkLocation.apk) to /system/priv-app/UnifiedNLP/ and this [permission file](https://github.com/microg/android_packages_apps_UnifiedNlp/files/4148098/privapp-permissions-unifiednlp.txt) to /system/etc/permissions/ (remember use the .xml extension) . Working for me without Gapps.
