It's too cryptic and hard to read and update in it's current state. For core and all add-ons lets enqueue on every page (like we have for other plugins) and...

Multi-day all-day events show duplicate when spanning/starting on a daylight savings day.

This particular event is Oct 29-Nov 1 and set to Brussels time zone. Possibly due to spanning multiple months? Or another event occurring in the middle?
