Same issue here. php.cmd just works fine, but php version not found error in phpStorm 2017.1.4 I do have latest version windows installed + updated.
Thanks, that did the truck. I thought since creator update is out a while and I do all updates automatically, I already had the update.
As class var is created on the fly, workarounbd is to use: #[\AllowDynamicProperties] @see src/Generator/Invoic/Item.php
