Same here, removing container and recreating it from the scretches helps. I've tried also manually start the emulator inside the container, but with no success

I would suggest to check your resolv.conf in WSL ubuntu and make sure that networks are correctly mapped for docker

I've found myself solution for that - In my Dockerfile for devcontainer with my setup I've add folder with my APK and set owner for user from Android Emulator container.

There is an old issue with restarting the docker, try to remove the container and recreate it again
