Add support for webvtt syncing with timestamp map.

Support for webvtt subtitles. Adds the `USP-X-TIMESTAMP-MAP` tag. Allows both reading and writing of the tag. Fix background shader to work with esgl 2.0.

Added missing if/def for esgl 2.0 during the background shader's transition phase.
