Was able to get this working by setting in the _SYSTEM_ Environment Varribles (tested with `ORBIT_END_USER_EMAIL` and `ORBIT_ENABLE_SCRIPTS`) for Windows. Also needed to uninstall fleet-osquery delete from Fleet and enroll....

@noahtalerman attempted `END_USER_EMAIL` flag does not function the same/as expected.
