This is blocking upgrading to a Rails 6.0.0 and fully going into a webpacker (recommended) approach

[Bug] "Target by Saved Groups" doesn't work as expected

We are suffering the same issue and almost created an incident. Same scenario: saved groups without members should not default to true all (when serve is false)

`publicMetadata` does not update within the member list object, it is always empty.

We at Passionfroot are having the same issue. We know we have populated membership `publicMetadata` but when calling it via the session claims it always comes as empty. It is...
