[Bug] run bundle_deploy error

Did you figure out how to overcome this issue? Also, do you have reference Dockerfile that works to create the environment for compiling `bundle_deploy`?

[ci] `apps/` aren't run in CI

Was this ever addressed? I'm trying to figure out how to run `bundle_deploy` but am unsuccessful. Seems like it's even more broken now.
