Hi, I have a similar issue with the PAL version of PGA Tour 96 (PCB = SNSP-1L3B-01) 

I can confirm the problem comes from the PIC12F629 / snescic-lock-resync.hex. I replaced it with a PIC16F630 / supercic-lock_p16F630.hex and the dump is good:
