migrate command not found

Everything seemed to be working until I got to: ``` *** Running /usr/local/sbin/run migrate... /usr/local/sbin/run: 127: /usr/local/sbin/run: migrate: not found ``` Not sure how to fix this?

This adds support for numpy's npy file format, and also cleans up the makefile a little bit.
