Don't show "Stage Running" when capsule is scaled to 0

@MatiasFrank - From what I can see, the "state" we get in the frontend is Running... Can we make it so we get another state if replicas is 0 ?

I am getting something similar (https://github.com/invertase/stripe-firebase-extensions/issues/701) Did you manage to figure out the issue? If not, would it be needed to downgrade to the extension version that uses node 18...
