Fixes #264 (15 requests per minute rate-limit by archive.org) by adding a 4-second delay between every download. This is currently a bit of a hack - there should probably be...

Is this project still going on?

There are no commits, but it would be nice if we were able to read the white paper. Maybe convert it to a pdf and put it in the repo?
