Add custom label position for timeline events

This will allow us to offset timeline events a bit from their actual point in time to avoid overlapping graphics and labels.

Timeline Ticks Precision

As you zoom out and bigger jumps are displayed, don't show decimal points. E.g. -4B, -3B, -2B, etc. As you zoom in and more precision is required, show decimal points....

Would be nice to be able to tweak these easily.

So we can easily tweak the feeling of the timeline movement.
