1. 如果请求头 Context-Type 是 grpc-web-text 请求数据base64_decode, 响应数据 base64_encode 2.如果是通过envoy 转发， 判断请求头 accept 是application/grpc-web-text 和 x-grpc-web是 1，和上面的情况，检测server的settings. 如果http_compression（默认）开启，抛出异常，提示必须关闭 http_compression，(即不要开启gzip）http_compression = false
