looks like there was some work done on the target list ([precompiled_rust v0.5](https://github.com/philss/rustler_precompiled/blob/main/CHANGELOG.md#050---2022-05-24)) so it should be easier to set the target
My guess is that the sample was running on a Heroku 16 instance, [which is now deprecated](https://devcenter.heroku.com/changelog-items/1958). It should be rebuilt and redeployed.
