It looks like this may have been fixed by https://github.com/bazelbuild/rules_cc/commit/88ef31b429631b787ceb5e4556d773b20ad797c8. Tried out latest HEAD (https://github.com/bazelbuild/rules_cc/commit/c612c9581b9e740a49ed4c006edb93912c8ab205) locally, and I was able to get`find_cc_toolchain` working with and without `--incompatible_enable_cc_toolchain_resolution`.

Also seeing a variant of this with HEAD rules_go and Bazel 5.2.0. When I provide an explicit URL for `go_download_sdk`, rules_go seems to ignore the URL and download the SDK...

I've also seen cases where `goos` and `goarch` end up being unset or empty in the generated BUILD files for SDKs in our configuration -- it might be an issue...

Generally, SRPMs being built from rules_pkg is an aspirational thing due to lack of interest, but I've thought about it from time to time.I'm curious -- what do you imagine...
