Passed the test, i think that it is a bug.  
You can set the @PostMapping consumes paramter as 'application/octet-stream'.

 我发现是加载Context和ContextConstant时没加载成功，从而导致这个错误发生的。然后我还发现很多其他的单元测试也是这个错误导致的，比如RouteRuleRouterTest，这个是没有配置META-INF/services导致的，虽然在femas-adaptor-opensource-admin模块中有配置，但是这是应用模块了，如果单独使用femas-governance-impl模块就会有问题。 可以将Context和ContextConstant的实现从femas-adaptor-opensource-admin剥离出来，看是否放在femas-governance-impl或者femas-common模块中
