Fix CPU Dockerfile: LLama.cpp server fails to start due to missing CUDA libraries

I've just pushed a change but added GGML_CUDA=OFF instead of LLAMA_CUBLAS as it seems to be deprecated. Please pull and let me know if this works for you.
