[wasm][wasi] Throw error when WasmBuildNative is explicitly set to false during a single-file build
`WasmSingleFileBundle` requires native build; therefore, explicitly setting `WasmBuildNative` to `false` is not allowed. Fixes https://github.com/dotnet/runtime/issues/96863
