I may have answered my own question based on this issue in DiscUtils which I think is what you are using so it's a limitation with that rather than HST-imager....
I think this is an error with how you are running the command rather than an issue with HST Imager. The RDB is not on the root of the disk...

My 2 cents is that if it's an issue with a limitation imposed on the Amiga side which I thought it would be (?) then you're right to deprioritise it....
