I think the error you get is caused by the libtslua.so depends on lua.so. which should able to be loaded using libloader.so in the plugin.config. I think you are using...
etc/trafficserver/body_factory/default is that the error messages you looking for? I think you can define this as you wish at site wide config.
@mkrug1981 have you review the #10981 change ? after that change, what is the status of your problem here?
