Thank you @freider for your explanation. I am aware that I proposed a very radical (and backward incompatible) change. I have not enough insight to anticipate all possible problems, so...

Repetitive complete() calls because of the check_unfulfilled_deps setting

Any thoughts on this? I can prepare a PR with a documentation change if I know that it makes sense.
