AutoscalingRunnerSet gets stuck thinking runners exist when they do not

Happening here too on version 0.11.10 `CURRENT RUNNERS: 7` `PENDING RUNNERS 7` Resource `ephemeralrunners.actions.github.com` shows all 7 pods with `Failed`. Had to delete them manually for them to kick start...
