openapi.json is empty

i want to generate openapi.json with swagger-maven-plugin,but i found the file is empty like this,so how can i resolve it?  

How to generate openapi.json？

now i use springfox like this,and i can see the online openapi.json,if i want to generate static openapi.json.how can i do it?
