ERROR: Could not find a version that satisfies the requirement tensorflow=1.13 (from mycroft-precise==0.3.0) (from versions: none) ERROR: No matching distribution found for tensorflow=1.13 (from mycroft-precise==0.3.0)

I am getting this error-OSError: [Errno -9998] Invalid number of channels. Could anyone help me this?
