Runtime compilation doesn't respect environment variables for include paths

The issue happens when the installed version of cuda is different than 7.5. Opt.lib seems to have hard-coded the path to cuda 7.5, however, and this is not configurable hence...

Opt examples run significantly slower than CUDA solver

I also have the same problem. I have compiled Terra from source using LLVM 6.01. I use Windows 10, CUDA 10.1. The cuda solver runs ~20X faster than Opt.
