Is it possible (parts of) #108 are back? Specifically, [this](https://github.com/andmarti1424/sc-im/issues/108#issuecomment-276665831) seems to happening again with b4cfc3fe and my #773 on top (which should be entirely unrelated).
It is not a PEM-format file, it is a C header containing a representation of a PEM-formatted chunk of data.
The user agent string is `Python-urllib/`, i.e. `Python-urllib/2.7` or `Python-urllib/3.8`. I suppose it should pretty much be handled the same as LWP is handled.
Gives a fighting chance for platforms not explicitly looked for in the heuristics to actually just work.
