Settings::getAll() does not fetch from database

If I somehow lose my settings.json then Settings::getAll() returns empty array.

With useragents.json moved to separate repository many projects could share it.

Sync client returns async resources

You should not create sync client from async client because returned resources are async and their refresh function returns promises instead of resource itself.
