As of e21b6a712d7e5c7acb19a7d522406a705223d325, zig does not use Drone CI anymore. The `Dockerfile` is not needed anymore and thus this repository should be archived to avoid confusion.

Apply Markdown to NEWS, INSTALL, and README

COPYING is moved to LICENSE README, INSTALL, and NEWS are moved to README.md, INSTALL.md, and NEWS.md, respectively. Markdown is applied to those three files like kyua repo.

With change, developers can use newer versions of Autotools when it is not updated on FreeBSD ports. Internal changes in `Makefile.in`, `m4/`, etc will be ignored when `./autogen.sh` and `./configure`
