PFAC: Support for Workflow Rules for Agent Determination

How one could start working to add support for workflow rules for agent determination (PFAC / PDAC objects)? What would be the process?

IMO, it could be a new ui5-tooling module: ui5-deployer. It could work based on parameters set in ui5.yaml Something similar to [nwabap-ui5uploader](https://www.npmjs.com/package/nwabap-ui5uploader) and [grunt-openui5-deploy-abap](https://www.npmjs.com/package/grunt-openui5-deploy-abap)
