As for the former, I have no answer for this. As for the latter, I am guessing mostly paranoia..

Keys remapped ?

Same here on Finnish kb layout, < and > produce § and °, respectively. MacOS Sequoia 15.0.1 Karabiner-Elements 15.2.0 Downgrading Karabiner to 14.13.0 solved it 👍

Apple SWE keyboard keys <> and §° have been swapped with 15.3.0 update

So this is still going on. Yes, can reproduce here as well.
