Compatibility with ACFs upload_prefilter

When the filter [acf/upload_prefilter](https://www.advancedcustomfields.com/resources/acf-upload_prefilter/) is set, Big File Uploads prevent firing this event. There is a similar compatibility with the Easy Digital Downloads plugin in the method [BigFileUploads::ajax_chunk_receiver](https://github.com/uglyrobot/big-file-uploads/blob/86f6833fdf109dd77651b54b60e2725bd575e93a/tuxedo_big_file_uploads.php#L646).
