Checking for Root apps on Android 11+ is ineffectual due to package-visibility changes

Will adding apps list from [this file](https://github.com/scottyab/rootbeer/blob/master/rootbeerlib/src/main/java/com/scottyab/rootbeer/Const.java) ``` ... ``` in manifest resolve this issue?
