What is the reason for installing WindiCSS as a dev dependency?

Simply curious about this choice. I am getting this error: in `shims.d.ts` as suggested by https://github.com/windicss/windicss/pull/322 I know this is an eslint rule.

I added it as a dev-dep in `package.json` as well.

Running `gtm report -this-week` shows a list of commits with no time logged
