Azure: prioritize Azure Workload Identity over IMDS authentication

Confirming this bug in OpenCost 1.117.6 on AKS with Workload Identity. All env vars are set correctly but OpenCost ignores AZURE_SUBSCRIPTION_ID. Would really appreciate getting this merged!
