allow fetch tags too

Ran into this today as well. Turns out there is already a PR for this too: #579. Hopefully the maintainers can merge it soon, because I really don't fancy setting...

Add option to fetch tags even if fetch-depth > 0

Hope this gets picked up soon as well, would solve at least 3 issues from the looks of it: #338, #448, and #701.

Unrecognized named-value: 'matrix' in job if conditional

I ran into this issue today as well. Can the matrix context indeed be added to `jobs..if `? I would imagine that if it is available for `runs-on`, it should...
