This PR is on hold - need to update the AMIs that dcos-launch uses as they are no long compatible with most recent cassandra

The failure on integration-test-aws-cf is because I re-ran it and fed pytest the `--diagnostics` arg when it doesn't have that yet.
Whoops, accidentally added a config file. Will remove that.
