I haven't, yet, analyzed the logs from the failed tests, however I've switched my Windows 11 to English and can confirm that Notepad tests fail even on the current master....
Is the slow down reduced when setting "Registration for UI Automation events and property changes:" in advanced panel to "Selectively"?
Have you restarted NVDA after changing this setting - the change is not effective otherwise?
